Built Like Owners. Advised Like Partners.
Construction advisory and development strategy for real estate owners across Tampa Bay.
Habershaw Development & Construction, Inc. was founded to bring clarity, strategy, and accountability to the development process.
We don’t operate like traditional contractors. We work as a trusted extension of your ownership team — advising on feasibility, entitlement, design coordination, and construction delivery.
We’ve made these decisions on our own projects — and we treat yours the same way. That owner-first mindset defines everything we do.
Our Team
Neil Habershaw
MANAGING PARTNER | Construction & Advisory
Neil is a third-generation general contractor, born and raised in Florida. He grew up working summers on job sites for his father and his friends fathers who were also GC’s, learning the trade from the ground up and watching Tampa transform in real time.
Post-9/11, he joined the military and served as a JTAC -coordinating air support in combat zones where timing, clarity, and accountability were non-negotiable. That experience still shapes how he leads projects today.
After his service, he worked as a project manager for the U.S. Air Force in Hawaii, where he gained exposure to large-scale institutional work - and met his wife. When they returned to Tampa, Neil joined several commercial construction firms and saw firsthand how often owners were left to fend for themselves.
He started HDC to fix that. He avoids competitive bid work because when the lowest number wins, owners usually lose. HDC was built to offer real alignment, speak plainly, and get deals across the finish line without excuses.
Steve HABERSHAW
PARTNER | Contracts & Development Strategy
Steve has an expansive career in construction and real estate development. He launched his first company in his early twenties and went on to lead projects across commercial, infrastructure, and private sectors. With more than 40 years in the industry and experience across the nation, he brings deep technical knowledge and strong instincts sharpened by decades of real-world execution.
His experience spans every phase of the development process - from site planning and permitting to drawing coordination and contractor oversight. He’s known for his ability to spot issues early, solve problems quickly, and keep teams focused on what actually matters.
In addition to working with clients, Steve has developed and managed his own development projects, in the retail, medical office, and business sectors, giving him a clear understanding of both sides of the table. At HDC, he plays a hands-on role in preconstruction strategy, constructability reviews, and making sure the big picture never loses sight of the details.
